DV350 to provide clarity to community and industry

Minister for Planning and Land Management Mick Gentleman today announced Draft Variation 350 to the Territory Plan to change the definition and naming of ‘single dwelling block’ to ‘standard block’.

Historically, a small number of residential blocks developed in the late 1960s and early 1970s contained two dwellings (house and small flat) and subsequently were not covered by the definition of ‘single dwelling block’.

This definition, introduced into the Territory Plan in 2013, specifically applied to blocks originally leased or used for a single dwelling (including consolidation with a single dwelling).

As a result, unintended consequences have arisen where irregular redevelopments such as multi-unit development on individual blocks in the residential RZ1 suburban and RZ2 suburban core zones have been proposed on these blocks originally leased for the purpose of one or two dwellings. Such multi-unit developments would normally be prohibited on these blocks.

Draft Variation 350 (DV350) addresses this by changing the name in the Territory Plan from ‘single dwelling block’ to ‘standard block’, and by adjusting the definition of these blocks so it includes blocks that were originally leased or used for the purpose of one or two dwellings.

“This adjustment to the Territory Plan will give the community and industry greater clarity and provide them with certainty when considering redevelopment of these particular blocks,” Minister Gentleman said.

“As Canberra progresses, so too does the need to constantly review and adjust the Territory Plan zoning to meet current planning and community expectations.”
