Citizens’ recommendations to be taken on board

The ACT Government has agreed in-principle to the 13 recommendations on housing choices provided by the Collaboration Hub deliberative democracy process, with work already under way to deliver on the recommendations.

The Collaboration Hub was an innovative community engagement that looked closely at how to deliver better housing outcomes for the Canberra community.

From May to July this year, 36 randomly selected citizens came together for five meetings over three months to discuss, deliberate and respond to the question – ‘Canberra is changing and there are many different ways our housing needs can be met. What do we need to do?’

The hub participants deliberated over five full days and information provided through the housing choices discussion paper, submissions, consultation report as well hearing directly from 20 expert speakers all assisted in helping to understand more about housing choices in Canberra.

In late July, I accepted the Collaboration Hub recommendations report that featured 13 recommendations with nine themes such as: affordability, character, environment, lifestyle and diversity, planning and approvals, public housing, quality of construction, quality of design and zoning.

The Collaboration Hub recommendations focused on the desired planning outcome, rather than recommending changes to specific planning rules. Further detailed work has started to determine the most appropriate way to deliver each recommendation. For example, planning changes may be dealt with through a variation to the Territory Plan. A review of the Territory Plan will begin in 2019 and will further build on implementing the Collaboration Hub recommendations. A community engagement process will also be undertaken as part of the Territory Plan review.

The next major stage of the Housing Choices project will be the delivery of the Demonstration Housing project, which seeks innovative development proposals to showcase different types of housing in Canberra. The Collaboration Hub members also contributed to the development of the Demonstration Housing project documentation by prioritising the assessment criteria. Nineteen proponents are currently developing a request for proposal as part of this project, with successful projects expected to be announced in late 2018.
