Changes to Subsidy Amounts of certain Certificate II Qualifications in ACT Australian Apprenticeships and Skilled Capital

The subsidy amount of certain Certificate II qualifications under Skilled Capital and the ACT Australian Apprenticeship Program will change from 1 July 2016.

Consultation undertaken as part of the Skilled Capital 12 Month Evaluation identified that the subsidy for Certificate II qualifications was not adequate to meet the needs of an often diverse client base of students. RTOs expressed issues of high dropout rates and the need to provide additional support to students who undertook Certificate II level qualifications.

As a result the subsidy amount of a number of Skilled Capital Certificate II qualifications will change from 1 July 2016. This change applies to enrolments which occur after 1 July 2016.

Table 1 highlights the current and new subsidy amounts, new minimum tuition fees and new maximum concession for the Certificate II qualifications impacted by this change.

As the new minimum tuition fees are either equal to or lower than the old amounts, there is no requirement for RTOs to change their tuition fees. However, RTOs can make these changes through AVETARS if they wish to update their fees.

Skills Canberra has determined that subsidies for qualifications funded under Skilled Capital should not be higher than subsidies under the ACT Australian Apprenticeships Program. Subsequently, there will be changes to the subsidies for the same qualifications in Table 1 (where the new price is higher) under the ACT Australian Apprenticeship Program. These changes are outlined in Table 2.
