1 and 8 October 2013 Summary of Cabinet Outcomes

As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet.  It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet.  Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy.  Nothing in this document can be considered a waiver of the Government’s executive privilege.

Committees of Cabinet

A Communications and Engagement Sub-committee of Cabinet meeting was convened.  Ministers joined with government officials and consultants to consider strategic issues around community engagement and communications.

Liveable cities grant project - Draft City Plan

Cabinet agreed to the Draft City Plan for the Liveable Cities Grant Project.  The Draft City Plan, will be released on Monday 21 October 2013 for four weeks of public consultation.  The final City Plan will be considered by Cabinet in December 2013, prior to delivery to the Commonwealth under the terms of the project agreement.  Cabinet also noted a consultation outcomes report from the first stage of public consultation and a communications strategy proposed for the second stage of consultation.

The Capital Framework

Cabinet considered a new framework for improving the planning and delivery of capital works projects.  The framework provides a rigorous, fit for purpose methodology for the successful delivery of infrastructure projects in the ACT, striving to improve value for money and reduce costs.

Government submission to the standing committee on Justice and Community Safety inquiry into sentencing

Cabinet agreed the government submission to the Standing Committee on Justice and Community Safety Inquiry into Sentencing.  The government submission notes the limitations of the inquiry timeframe and terms of reference.  The submission also recognises that development of the ACT Sentencing Database and other ICT projects currently underway will provide significantly improved sentencing information and data into the future.  The government submission will be released by the Standing Committee, following consideration.

Update on the implementation of Transport for Canberra

Cabinet considered an update on the Transport for Canberra, Transport for a Sustainable City, 2012-2031 policy.  Cabinet noted implementation to date and priority areas.  Priority projects include parking supply options, location planning and demand management for the City and town centres and a transport pricing strategy.

Appointments

Management Assessment Panel and Care Coordiantion Committee 

Cabinet agreed to endorse the reappointment of Ms Marie Coleman as the part time Chair of the Management Assessment Panel and part time Chair of the Care Coordination Committee.

Capital Metro Board

Cabinet agreed to endorse the appointment of Mr John Fitzgerald as part time Chair of the Capital Metro Board.

ACT Ministerial Advisory Council on Sexual Health, HIV/AIDS, Hepatitis C and Related Diseases

Cabinet agreed to endorse the appointment of Professor Narci Teoh and the re-appointment of Timothy Bavinton and Philip Habel as members to the ACT Ministerial Advisory Council on Sexual Health, HIV/AIDS, Hepatitis C and Related Diseases.

Cabinet also agreed the re-appointment of Justice Richard Refshauge as Chair and Dr Sarah Martin as Deputy Chair of the Council.

Supreme Court

Cabinet agreed to endorse the appointment of Mr John Nield and Ms Margatet Sidis as acting judges of the Supreme Court.
