Week commencing 12 August 2013 - Summary of Cabinet Outcomes

As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet. It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.

Committees of Cabinet

The first meeting of the Expenditure Review Committee was held. Officials joined with Minsters to discuss terms of reference, governance arrangements and elements of methodology to be used in conducting reviews.

A meeting of the Urban Development Committee was also held. Relevant officials joined with Ministers to discuss matters of development and planning significance.

Government Response to the Select Committee on Estimates Report into the Appropriation Bill 2013-2014

Cabinet agreed the ACT Government’s Response to the Select Committee on Estimates Report into the Appropriation Bill 2013-2014 and Appropriation (Office of the Legislative Assembly) Bill 2013-14. The Government response is available on the Treasury website.

Heavy Vehicle National Law

Cabinet agreed to draft legislation to apply the Heavy Vehicle National Law in the ACT.
In line with obligations under the Intergovernmental Agreement on Heavy Vehicle Regulatory Reform signed by first ministers at COAG on 19 August 2011, the Territory is committed to adopting the National Law and establishing the National Heavy Vehicle Regulator as the administering authority in the ACT. Following drafting, the Attorney-General will present legislation to apply the National Law in the ACT.

Government Submission to the Standing Committee on Planning, Environment and Territory and Municipal Services Inquiry into Vulnerable Road Users

Cabinet agreed the ACT Government submission to the Standing Committee on Planning, Environment and Territory and Municipal Services inquiry into vulnerable road users. The Government submission will be made available by the Committee at the conclusion of its inquiry.

Land Rent Amendment Bill 2013

Cabinet agreed the Land Rent Amendment Bill 2013 and to it being introduced in the Legislative Assembly in the August 2013 sitting. This Bill seeks to retarget the Land Rent Scheme to those who satisfy a revised eligibility criteria. The decision to retarget the Scheme was an outcome of the 2013-14 Budget, and will come into effect for all land rent leases entered into or after 1 October 2013. The Bill, Human Rights Memorandum and Explanatory Statement will be available on the Legislative Assembly website, following tabling in the Legislative Assembly.

Appointments

Cabinet agreed to endorse proposed appointments to the Medicines Advisory Committee subject to Standing Committee consultation.

Cabinet agreed to endorse the following proposed appointments to the Youth Advisory Council:

  • Ms Adrianna Clarke; and
  • Ms Ashlea Arulanandam.
