I welcome the report and thank the Auditor-General. The government will consider the findings in detail and respond formally to the Legislative Assembly.
This audit relates to the actions of the former Land Development Agency and does not consider significant improvements made since then. Of course where further improvements have been recommended the government will approach these together with the Suburban Land Agency Board.
On 1 July 2017, the ACT Government established two new entities, with the Suburban Land Agency focused on and responsible for overseeing land sales, acquisitions and development outside of the defined city renewal precinct.
The enabling legislation for the new entities puts in place a strong performance framework for the entities to deliver on government policy which responds to a key theme in the audit.
Specifically in relation to land acquired along the western edge of the ACT, this has been identified by the government for further work in my Statement of Expectations to the Suburban Land Agency.
There has been significant work undertaken to establish robust governance in the Suburban Land Agency, the City Renewal Authority and the Environment, Planning and Sustainable Development Directorate.
One year on from the establishment of these arrangements, the Auditor-General’s report provides us with an opportunity to consider if our improved processes and governance reflect best practice.
I have been clear in my directions to both the Environment, Planning and Sustainable Development Directorate and the Suburban Land Agency that robust governance and accountability to both the government and the community is a key priority.
Again I thank the Auditor-General for the report and will now examine its findings in detail.
