ACT Government outlines concerns with water pricing proposal

The ACT Government has made a submission to the Independent Competition & Regulatory Commission (ICRC) Water and Sewerage Tariff Review, raising concerns that the proposed changes will result in a substantial increase in water bills for the majority of Canberrans.

The ACT Government does not support a system which unfairly penalises low volume water users. Under the proposals put forward, a significant proportion of Canberra’s vulnerable and low income households would be unfairly punished. This would be a devastating outcome for households who would feel the impact of increased water charges the most.

Canberrans appreciate the value of sustainable water use, having endured years of drought. Thanks to the investments made by the ACT Government, particularly the construction of the Cotter Dam, the territory now enjoys excellent water security.

However, this shouldn’t mean that we encourage people to use more water. The proposed water pricing structure from the ICRC contrasts with broader government water policies associated with water conservation and efficient water use in the territory.

The provision of water is an essential service and it is important that the social impacts of the changes are clearly balanced with the environmental and economic impacts when setting water pricing from 2018. As outlined in the ACT Government submission, we would prefer the continuation of the current water tariff structure, incorporating a two tier volumetric charge with a fixed charge. This is the best approach to achieving the required balance in water pricing.

The Government also encourages the ACT Community to put forward their views to the ICRC, by taking part in the public forum that will be held by the Commission.  

The ACT Government does not set water prices -  Prices are set by the independent regulator, the ICRC. However, it’s important for the ACT Government to protect Canberra residents who will be hit hard by this pricing structure.
