Free range egg definition a missed opportunity

ACT Minister for Consumer Affairs, Shane Rattenbury, is disappointed that Ministers at the Consumer Affairs Forum have failed to improve animal welfare outcomes as part of changes to the national definition for free range eggs.

Ministers today voted for a free range information standard which sets a maximum stocking density of 10,000 hens per hectare, so long as hens have regular access to outdoor areas as well as a requirement to disclose stocking density on packaging. 

“Allowing a stocking density of 10,000 hens per hectare is out of step with consumer expectations and accepted animal welfare standards. Consumers expect the “free range” label to signify high animal welfare standards with genuinely free ranging chickens – not an intensive farming operation,” said Mr Rattenbury.

“While it is progress that consumers now have a national information standard for free range eggs, today’s meeting was a missed opportunity to do better by animals, consumers and true free-range egg producers.

“I wrote to all Ministers prior to today’s meeting, asking them to agree to a national definition of free range that ensures enhanced animal welfare standards, and sets a maximum free range stocking density of 1,500 hens per hectare – which is in line with the Model Code of Practice for the Welfare of Poultry.

“The 1,500 hens per hectare stocking density is supported by animal welfare agencies including the RSPCA and the Humane Society, as well as consumer groups such as Choice. It is the standard that national leaders should have agreed on today.

“Today’s decision will also water down the ACT’s existing strong laws by allowing more intensive farms to put eggs on ACT shelves that are labelled “free range”. The ACT will continue to advocate for a better outcome on free range egg labelling and continue our progressive stance on animal welfare in the ACT.

“Other jurisdictions had the opportunity today to step up for consumers and for the humane treatment of animals, and I am disappointed that there was no support for what is an obvious and simple resolution,” said Mr Rattenbury.
