Plan to enhance Tharwa’s village character

Released 09/09/2018

The release today of the Tharwa Village Plan will enhance the unique village character of Tharwa into the future.

Like many Canberrans, I share the great passion with local residents to preserve the character of the Tharwa Village and its place in Canberra’s history.

The Village Plan is the result of collaboration work with Tharwa residents and surrounding communities and sets a vision for this historic village with planning principles and strategies to guide its social, environmental and economic sustainability into the future.

The Village Plan recommends the enhancement of the village core as an attractive, social, recreational and creative hub for the local community while also attracting visitors to experience the qualities of a rural village. The Cuppacumbalong Homestead Precinct expresses and enhances the story of Tharwa’s Aboriginal and European history.

The Village Plan also facilitates the ACT Government’s commitment to establishing better infrastructure for Tharwa by including new non-potable water supply for fire-fighting in the village. This was supported in the 2017/18 ACT Budget, and design of the new infrastructure is currently underway with construction likely to commence in early 2019.

Recreation is an important feature of the Tharwa area and I am pleased to note that the Village Plan includes recommendations for future public space upgrades and improved pedestrian and cycle path connections throughout the village. This also includes the recommendation for new recreation facilities at the Tharwa Bridge Reserve and a future nature play facility that will repurpose old timbers retained from the Tharwa Bridge refurbishment.

The Village Plan is an important step forward for the Tharwa community and one that I trust will be embraced and built upon for generations to come.

To implement the Village Plan, a draft variation to the Territory Plan (DV359) has been prepared. The Draft Variation introduces changes to the Tharwa Precinct Map and Code to ensure that the recommendations in the Village Plan can take place.

I strongly recommend that Tharwa residents and the surrounding community take the time to review the Draft Variation and contribute to this next stage of the planning process.
