New Red Hill Technical Amendment reflects community feedback

Feedback from the community has resulted in a new Technical Amendment to the Territory Plan that outlines the desired characteristics for the Red Hill housing precinct, including building heights and basement use.

“The Government has listened to the Red Hill community and developed these Amendments in order to achieve planning outcomes that balance the needs of a growing city and the community that live, work and play in it,” Minister for Planning and Land Management, Mick Gentleman, said today.

“I encourage all Red Hill residents and interested community members to review the provisions within the Technical Amendment,” Minister Gentleman added.

Technical Amendment (TA2016-08) proposes important amendments that provide the community and industry with greater clarity as to what is allowable under the Red Hill Precinct Map and Code.

“I would like to reassure the community that these amendments only clarify the policy intent of Variation 334, they do not introduce new policies,” Minister Gentleman said.

This amendment clarifies the intended maximum development heights of two, three or four storeys in different parts of the area. In particular, it confirms beyond doubt that any part of a basement that extends above ground by more than a metre is considered a storey for the purposes of building height. This removes any confusion about whether a building could effectively be increased by one storey where a basement extends above ground.

“I am very pleased with the community interest and ongoing support for the development of Red Hill and equally pleased that common ground could be made on key provisions within the Territory Plan,”
Minister Gentleman said.

ACT Greens MLA, Shane Rattenbury, welcomed the amendments to the Red Hill Precinct Code, as a result of feedback from the community.

“Many of the existing public housing buildings in Red Hill are in poor condition and inefficient in terms of energy use and the proposed redevelopment presents an opportunity for renewal. 

“I think residents will be pleased with the changes to the amendment put forward by Minister Gentleman that will define the desired characteristics of the precinct, including those in relation to building facades and solar access. 

“These amendments will ensure attractive, high quality landscaped areas between buildings to link the overall development and contribute to the amenity of the area,” said Mr Rattenbury. 

Following the completion of Draft Variation 334 – Red Hill (V334) in April 2016, and detailed discussions with community representatives, the ACT Government agreed to prepare a Technical Amendment (TA2016-08) to further clarify some of the provisions contained in the precinct map and code.
