Models for Compulsory Third Party insurance released for Citizens’ Jury selection

Options for an improved CTP scheme are now live on Your Say, giving Canberrans the chance to explore the models that will be the focus of deliberation by the CTP citizens’ jury at their final weekend of hearings.

Having nominated their priorities for an improved CTP scheme, the jury will meet on 24 and 25 March to select the model that best meets these priorities. The government has committed to pursuing the model chosen by the jury.

The four potential models have been developed by a scheme designer and costed by an expert actuary, with input from a Stakeholder Reference Group made up of legal, insurance, healthcare and government representatives.

The Canberra community has also had a say, with more than 100 pieces of feedback, 725 survey responses and 328 people identifying their own priorities. All of this feedback was presented to the jury in advance of their deliberations on objectives for an improved CTP scheme.

About 285,000 motor vehicles are registered in the ACT each year. Motorists purchase their Compulsory Third Party (CTP) insurance policy from their chosen private sector insurer as part of their motor vehicle registration. Private insurers set premiums and these are passed on in full to insurers.

The jury is made up of Canberrans from all walks of life, who broadly represent the demographics of the ACT. The objectives they set for an improved CTP scheme were developed over four days of deliberations last October. These objectives are laid out in the jury’s report.

Throughout the process the jury heard evidence from injured people and past CTP claimants, as well as medical, legal and insurance experts. They delved deeply into research and submissions provided by these experts and the wider Canberra community, which has helped to inform detailed discussion and debate on the issues behind CTP insurance.
