ACT Public Service 2011 Enterprise Agreement Negotiations

Purpose
The purpose of this website is to provide a forum to keep ACTPS staff informed of the 2011 ACTPS Enterprise Agreement
Bargaining Process and related developments.

Bargaining Commenced
The Government has commenced formal negotiations with union and non-union bargaining representatives for the next
set of ACTPS enterprise agreements.

Bargaining Rights
Staff may recall that they were advised in late January/early February of the commencement of negotiations as well as
their bargaining rights under the Fair Work Act 2009.

General information about the requirements for bargaining and making Enterprise Agreements can be found at the
Fair Work Australia (FWA) website img-icn-extlink.

Nominated bargaining representatives for the proposed Enterprise Agreement negotiations can access a
secured website img-icn-extlink where further information will be provided. Access to this website is by User ID and password, to be
provided and administered by CMD Workplace Relations.

Structure and Number of Enterprise Agreements
In accordance with the Government's decision to establish a single ACTPS entity, it is now intended to negotiate
agreements under the new structure.

Whole of Government messages will be regularly provided to staff to keep you fully informed of the developments as
negotiations progress. This website will be regularly updated to keep you informed of related developments. 

Latest News

The Common Terms and Conditions have been finalised and have been provided to directorates to allow for Schedule
and Occupation-Specific negotiations to commence and/or be finalised. ACTPS staff will now be notified by their relevant
directorate of agreement bargaining and approval developments including proposed agreement access periods and
voting times and arrangements.

Previous Updates

On 9 August 2011, the Head of Service, Mr Cappie-Wood, extended a new Government offer to bargaining
representatives for Common Terms and Conditions-based enterprise agreements. The offer involved a 3.5% pay increase
from 18 August 2011 with a further 3.5% increase from 1 July 2012 without any associated conditions other than to
progress technical and operational amendments to the Common Terms and Conditions. The offer was contingent upon a
majority of bargaining representatives advising the Government Negotiation Team in writing of their acceptance of the
offer by 18 August 2011. 

An majority of bargaining representatives have accepted this offer. As a result, arrangements will be put in place to
finalise Common Terms and Conditions and Schedule negotiations and to provide for a staff vote on their relevant
enterprise agreement to be conducted by the ACT Electoral Commission. ACTPS staff will be advised of arrangements
over the coming weeks.
